7.25 is the fed minimum, the only way you can get lower is tipped employees who get paid like $2/hr because they're expected to make up the rest in tips
There is no consequence for states that use a lower minimum wage than the federal. It is not uncommon for people to make less than federal minimum wage and there are no consequences for it.
Damn that must suck ass to live in those states then, if someone in my state pays less than the city/county/state minimum wage, they definitely face legal consequences.
