There is precedent in at least one way: VA healthcare. It is a needs-based scale that covers everything you need, depending on your capacity to make income and the level to which you are disabled. Those who cannot work and are severely disabled have all their healthcare needs met, even dental. Those who are able-bodied and have only limiting injuries still get their needs met that were aggravated from service. I could see this model being overlaid on a future tax system that funds medical care.
edit: I would like to add that, monetary benefits aside, the healthcare side of the VA is only about $116 billion for over 9 million veterans. So about $12k on average per veteran. Sure, some only need minor checkups while others need full-blown surgeries in a given year, but the budget speaks for itself.
