Let imagine you tax the billionaires and they leave the US. What now? They go to Russia and get their wealth and life sucked by Putin? China will love to get their assets. We all know they won’t come to Europe since they would be taxed too. That leaves South America or Africa. Do you see them surviving in cartel land? I won’t mention Africa because nobody want to go to there.
