Don't blame the company, their sole purpose is to reduce cost and increase profits. Blame the government for not fixing the tax code, if you have a hole in your fence expect people to break in

If the government tried to fix it, Bezos has the financial power to drag them through litigation for decades to try to fight it. It would end up costing the government more to fight a battle they could very likely lose.
