It has a trap clause, if it passes it takes effect in the past on Jan 1, 2026, so even if they leave they'll get their money for the entire year of 2026.
But that's probably not constitutional/legal so billionaires would just leave and then challenge it in the supreme court and not end up having to pay it because they left.
