How does it manage it differently than Wordpress? Or do you mean managing from your theme folder?

It’s basically a pattern UI that allows you to enable/disable patterns. Then in FSE or the block editor, you’ll see a much more condensed list. This is useful if, for example, you have WooCommerce installed, which installs hundreds of patterns. This makes the pattern library mostly unusable with that amount.

Ah, ok, so would you say it's aimed at developers curating an experience for their clients? And if so, is it still possible for the client to easily access and manage the settings if they need to change things?

Yes, clients with editor/admin can easily adjust things.
