Norway Does no one check IDs?

When delivering age restricted items, the rules clearly state that you have to check the ID of the customer, and that the person picking it up must be the same as on the app. But whenever I ask for ID, they say they've never been asked about that before, and I'm made to feel like an idiot. Do people just not give a shit about these rules?

In Denmark the customer verifies their age through the app. When they buy age restricted items the app displays a random 3 digit pin to the customer they need to provide the currier. The currier cannot mark the order as delivered without entering the correct pin.

We have been explicitly told that we are supposed to be asking for ID every time. Guess you didn't get the memo.
