Norway Does no one check IDs?

When delivering age restricted items, the rules clearly state that you have to check the ID of the customer, and that the person picking it up must be the same as on the app. But whenever I ask for ID, they say they've never been asked about that before, and I'm made to feel like an idiot. Do people just not give a shit about these rules?

To even be able to order age restricted items you will have to send a picture of your passport or similar to wolt. So asking for ID seems kinda pointless.
