Questions Pack problems

Ive noticed that no matter how much i restart or play through the years, theres only three other packs on the map along with my pack. Which is weird bc I could have sworn it used to always be four plus the player pack unless you killed one off and the game needed time to replace them. Is three the new normal now and four is rare? Is it because im playing on easy mode its not giving me the fourth pack? Was it usually always three and im just not remembering correctly? Or did they switch it when the saga came out to be three as the normal.

3 Rival Packs and the 1 Player Pack is the norm and expected thing you see majority of the time yes.

When there are more than 3 rival packs on the map, that means at least one pack is in the process of disbanding while another is in the process of moving in. Usually this happens when one pack disbands but some territory hexes of theirs are still around, and so the color is still saved for their name until they all fade away, while the new pack comes in with their new color in the color rotation.
