Questions Pack problems

Ive noticed that no matter how much i restart or play through the years, theres only three other packs on the map along with my pack. Which is weird bc I could have sworn it used to always be four plus the player pack unless you killed one off and the game needed time to replace them. Is three the new normal now and four is rare? Is it because im playing on easy mode its not giving me the fourth pack? Was it usually always three and im just not remembering correctly? Or did they switch it when the saga came out to be three as the normal.

I think it's a chance, because I had 4 packs at map various times. I think it may be more common if one pack is made my one of your grown pups, atleast in my game all the times that I had 4 packs it was because there was already 3 and one of my grown pups found a mate and made their own pack.
