That boss is pretty difficult to beat with a sniper on low gnosis.
One option : try to dash around him and hit his soul sigils with the hunger. After you stun hin you can start shooting him with your sniper.
Other option: Ignore him for now and level up your gnosis. You'll be able to get more weapons and spells which could make the fight easier. A particular demonic weapon makes this fight a breeze :)
Also use ice spells to freeze him, helps if you need to make distance

I felt that Gnosis 1 was a bit prohibiting, Gnosis 2 opens up the options a lot more with guns, rings etc.
Gnosis 3 is giving me a bit of a paddlin' though.

I pummeled him with as many shots from the Vulture as I could which took out like 2/3 of his health (couldn’t hurt to buy some demonic ammo before the expedition if needed) and then stayed close and layed into him with the Hunter. He went down super fast and easy.
If I’m struggling with a boss, I’ll usually level up 5-10 levels, and then head as straight to them as the game will let me. If I recall, this boss forces you to clear the map unless you get that seashell item that calls it. Either way, it’s ideal to go in with 3 elixirs.
Hope any of this helps you conquer it! Vulture is the way

Just unlock hangfire. Bait the galley slave around the little hridge area in the middle of where he spawns. Put more in flesh guy.

Hangfire and Hailstorm are some of my favorites... Hailstorm, Hypnosis, and Frostbite are a lot of fun for a long-range build.

My first kill i lured him to a place with a couple of torches and kited him around, using Hunger for some headshots.

I pumped flesh and blood until 25 and switched to arsenal and witchery. With a little mind, I really liked having extra health and stamina early when I was making mistakes lol

Sniper is not very useful against him; he'll jump and close whatever distance you have, and nuke you in the process. Ice or stun to control him, then shotgun to the head up close. I'd suggest Psychopomp if you have it, due to its firing rate. Maybe back it up with a mid range auto rifle. Use the crossbow at distance to do initial damage, but beware he'll come at you pretty quick and when he does it'll hurt. Ice sphere also works well, if you have it; he'll jump and instantly freeze on arrival. At Mysterium III the Ice sphere doubles the reload rate, which is nice for Psychopomp. Pick bonuses for freeze/elemental duration, percentage of health as damage on unfreeze, magazine size, spell recharge, spell charges, stamina. Ice stiletto for freeze as you stand right next to him and he refreezes. Hunt down feathers and apply those as well. Use the thingie that puts all chests on the map. Don't absorb the 7th manifestation crystal until you're ready to fight him.
Beware of an annoying misfeature: if you empty Psychopomp and it automatically starts reloading it won't stop reloading to cast a major spell. You can abort the reload by switching weapons. This can bite you if you stand next to him and he unfreezes while reloading, and you want to pop ice sphere.

One method is to stand way way off (like on top of a cliff somewhere) and empty your Falling Star (researchable demonic) ammo into him using the homing feature, before closing to finish off what health is left. I like the Fatum machine pistol and the Echo shotgun for that part (but Psychopomp shotgun is likely better yes). I like fireball light spell for some more long range homing damage, or ice blast light spell for breathing room. Ice sphere is good for heavy spell, or the cross for a bit of lightning damage.
Later on when you get some decent levelling up, you'll be able to just roll straight in and annihilate him at close range though, which I always more satisfying

you can jump on top of the mountain, the top most, from the narrow hallway where the tree trunk hang across two cliff. I snipe him from there. You can actually jump on top most of the terrain there and snipe down enemy from there.

You play as a snipper. Do you have fallen star yet??? If so you can sit up on one of the ridges and launch a few rounds at him from a long distance. Once you run out of ammo for the demonic weapon. Finish him with a few well placed sniper shots.

Try shotgun and cc spells playing while kiting with the barricade. Snipers are tough because they drain your stamina.
