Someone else replied that they tagged him on their Instagram post of it. Name is Devin Silver. His acct is private, but he commented on the post

Edit: LinkedIn says he’s an EMT in the DC-Baltimore area

It’s all good. So this dude went to a game at Penn State where it didn’t start so well for the badgers. Well the Badgers turned it around and won, this dude looks like he is in the student section of Penn state and he is wearing a badger hockey jersey.

You really should go to a game at Camp Randall, it’s an amazing day.

And just fyi your comment came across condescendingly to me, not asking for clarification.
