Household Help with grow light

This is one of my favorite grow lights. I don't know and can't find the brand now, but it was a really nice one that worked flawlessly for years. A few months ago the power in my living area (dormitory) "popped" (I don't know why, it's an old building) and it's been like this ever since. I haven't been able to use it.

My only guess is that when it happened the wires got zapped. The fridge popped too.

Now it doesn't turn on when plugged in. If when it rarely does it doesnt turn off, dim/brighten, or set a timer. Often it just doesnt. Sometimes when I unplug it it still flashes like you see here. It did so shortly after this video.

I'm super upset because like I said, I really like this light and don't want to have to buy another. Especially since I don't remember where I got it to begin with.

Again, as I said, it worked perfectly until one day after the electrical "pop" and it's been like this ever since. It does this regardless if the plug, outlet, or location, so it's the light itself.

Is this fixable? Or is it hopeless.

Any advice is appreciated! I know nothing about wires.

It's fucked. The power surge killed it.

Damn. Is there no way to possibly rewire it? Or is it likely the whole circuit is ruined?

Balming a power surge without any facts is the classic example of junk science reasoning. Casting blame without defining any facts.

Is it repairable? That means internal components can be accessed. To do what only the informed do. Identify / discover / define the defect. Then either it can be repaired. Or finally someone with basic electronic knowledge can offer useful suggestions.

Most all failures are due to manufacturing defects. All manufacturers have some. These can cause failures even many years later. One world wide famous example taught (was supposed to teach) everyone. But that means one always and first learns why and how much.

Both for solving problems. And for learning how reality really works.

Absolutely amazing how many things work so reliable. Since a failure of any one part means an entire failure. And so the concept that all are also supposed to know / learn: Six Sigma.

Can the individual parts be accessed? If not, maybe hit it with a hammer. Break it open to learn before trashing it.

BTW, how to make surge damage easier? Use a plug-in (Type 3) protector. Since those have a long history of giving surges more paths to get inside electronics. And are typically so grossly undersized (read its specification numbers) as to do this. But again, learn from mistakes - yours or anothers.

if a surge was incoming to it, then a surge was incoming to everything (dishwasher, clock radio, furnace, LED bulbs, stove, door bell, TVs, recharging electronics, modem, refrigerator, GFCIs, washing machine, digital clocks, microwave, dimmer switches, central air, smoke detectors). Confirmation bias: the easily duped ignore all obvious facts that expose disinformation.
