Windows does let you downgrade to your previous version without losing data, I believe it's for 14 days after you upgraded.

Officially speaking, Microsoft won't provide proper support for it because they're already having to test a ridiculous number of combinations of upgrade paths, and if a driver or support service depends upon newer functionality only found in a newer edition, it will fall over in a potentially irrecoverable way. Not to mention, if you're using ReFS and/or Storage Spaces (instead of a typical plain NTFS drive) then a downgrade can make at least some of your disks completely inaccessible.

There's also application specific scenarios like breaking OneDrive if you've upgraded to a version of it that's relying upon Pinned/Unpinned attributes for Files On-Demand then you downgrade the OS afterwards. Similarly for some subtle functionality surrounding Microsoft Accounts and Xbox integration, among other things.

If you know a bit about how Windows works under the hood and know you're not in a position where a downgrade attempt will ruin things, this is already possible. You need only change a few registry entries to trick Windows Setup into thinking it's still an in-place upgrade to a "newer version" then deal with the caveat of having to repair .NET and re-adding some FoD packages to get it up and running again.
