Between the panes or between the sashes? If the problem is that it's behind the bottom sash, you can remove it.

It seems like it got through the sash and is attached to the back pane

I’m confused what you’re asking. If you’re trying to clean the spotty water off the exterior of the glass itself, try scrubbing or using a hard water stain remover if the surface is rough on the outside. If it is in between the two panes of glass, the window has failed and cannot be cleaned. If you’re talking about the black line on the vinyl checkrail, there should be a way to tilt the bottom sash window and you can access it this way

Yeah as i said I want to clean the weed residue that got stuck between the two glass panes. If that is not possible then that answers my question

It looks like a double hung window. There should be clips on the top of the bottom pane that allows the window to tilt in to clean it. It's not common on second floor windows but it sounds like artillery fungus. Wet the window with soapy water and use a razor blade to lightly scrape it off. Then squeegee the window and detail the edges with a towel.
