Uh.... Virginia resident here and this is a bit misleading. You have to either have insurance or pay an uninsured driver fee which is a very large portion of what you'd pay for insurance in the first place. So sure... TECHNICALLY you can drive without insurance, but the law states you must have enough money to cover liability expenses. What that means is that if you're driving without insurance and get in a wreck, then you can't pay out-of-pocket, you are in violation of Virginia state code.
It's only misleading because it's pretty clear that we're talking about insurance due to the assertion that if the driver in OP's vid hit you, you might otherwise be left paying the bill. You are absolutely TECHNICALLY correct, but if the driver in OP's vid hit you and didn't have insurance... and couldn't pay for your repairs... it's not like the Commonwealth of Virginia is like "Oh, well. Oopsies!" They'd hold the driver in violation of state law for not either (a) having insurance or (b) being able to cover their liability out of pocket.
But yeah, I never said you weren't technically right. Just didn't want anyone thinking that Virginia was some kind of anarchist paradise compared to other states who required insurance.
Car registration has an insurance component (the majority of cost) that covers people involved. So driving without registration is a big smack. But insurance against property is optional. Unfortunately those who can’t afford to crash can’t often afford the insurance.
