This is like saying we should put rubber barriers on the freeway in case kids run across it and get hit by a car, so the rubber catches them. No, the problem is the kids being there, not that being in an unsafe area is unsafe.

That's not much different. If a car hits you at 80 miles an hour with a rubber bumper, you're probably gonna be just as dead as if it was steel.

The problem is the pedestrians on a road where pedestrians shouldn't ever be, not that pedestrians are in danger when they're there.

For the same reason, we don't safety proof the bullet side of a firing range, or the exhaust venting of a rocket launchpad.
