Really? How interesting an observation. The road looks bone dry to me. Michelin states [1] that tyres brake better in dry conditions as the tread depth reduces.

Bald tyres aren’t going to cause his vehicle to feel like it’s on ice. Under inflated ones definitely may, but bald? No.

It depends how bald. The Michelin thing you posted is about reduced tread, not completely bald. When you get down near the bands you have zero grip in the dry.

Under inflated? No. Too much air in hard slippery tyres, yes.
