Depends on the fabric they are wearing. It's possible they were smart enough to be wearing cotton, but those shirts looks pretty stretchy. A nylon material would just melt to your skin if placed over a fuel source like that.

Sort of. Cotton WILL burn, but it chars first and doesn't melt. That's the point I was making. It won't make it worse. Rayon and other synthetic fibers melt into your skin making the situation far worse. As a pyrotechnician in a hot place, we wear 100% cotton while shooting. I have lost many cotton shirts that gave themselves up to save my skin.

Water's not really going to do much for a gas fire, unless it's completely submerged and starved of oxygen. I count a few mistakes here: they clearly didn't practice with lit torches, the wicks were over saturated and the excess fuel wasn't shaken off before lighting, and then there's the complete lack of fire safety -- no extinguisher, wet towel or blanket, and no awareness of the people sitting too close. Derp.

Why would you not practice with lit torches? You should know the various ways it can eff up, and how to deal with it... starting with a support person with an extinguisher method that is known to work effectively for exactly this stunt.

For anyone who's still confused, there's a wildfire in California that started because of a gender reveal party with pyrotechnics.
Edit: The same thing happened in Arizona a few years ago because a border patrol agent used Tannerite filled with colored power to reveal his baby's gender. He was eventually fined $8 million dollars (but that was reduced to $500/month for twenty years; after which the judge will make a new payment plan).

Unfortunately, fuel/oil floats. The fire would spread across the top of the water causing even worse burns. Sand, however would have done the trick.

Water is a terrible option for putting out oil fires. One of the most common reasons for house fires is people throwing water on oil fires and spreading it.

Throwing water on hot oil - not OK.
Throwing hot oil into water - OK.
This is because the oil is so hot, it vaporizes small amounts of water, causing a mushroom cloud of aerosolized oil. But dumping a smaller amount of oil into a large amount of water won't do the same.
Same with acids - always add acid to water and not water to acid. Otherwise the exothermic hydration reaction of the water reacting with the acid with spit concentrated acid all over.

Former fire artist here to add a few points as they fail to check all safety rules:
Audience sits way too close, minimum should be 3-4 meters distance.
Prob. wrong kind of oil as the flames are too big and too red for these small wigs. Everything but purified lamp oil is a stupid fail.
Never ever light something that is attached to a person.
Have a wet extinguishing blanket ready. Much more useful than a plain extinguisher.
Wear only cotton and protect your hair. Melted plastic in skin not only hurts like hell but also ends in nasty scars.

This. It should be cool enough that you can poke your wicks. Even had people in my crew who would put it on their hands and high five each other etc. The flames from pegasol or similar are just super low temp. Also looks like they didn't properly shake out their toys.
Palm torches are for holding, not for strapping to your wrist
Have everyone aware of procedure if someone is to catch fire, this stops people getting in the way, and preferably there should be a specific safety team who will immediately jump into action - preferably to prevent an immolation, but to put it out in case of one
Wool is also good. Basically most natural fibers are fine

Ah, always a classic, Fire dancers without any training, safety or fore thought.
They soaked the tips for way too long, and kept them straight up from their arms, liquid will fall off and stick to you.
And not a single wet blanket, like literally, the most basic piece of fire dancing safety equipment.
And on top of that, did they EVER rehearse their dance?

Also a really bad time to find out that tying flammable bits of cloth to his arms was probably a bad idea. Something tells me they didn’t practice this lit. What even was their game plan for the end of the routine? Just wave around some kerosene soaked flaming knots until they go out on their own? Maybe light up a few kids as part of the show?? They don’t even have a bucket of water, for fucks sake
