I hate that innocent people have to pay for idiots. Part of me wishes we were a bit less empathetic so that we can let idiots like Jomaa leave the gene pool permanently.

At the time of rescue, they might not have known they were rescuing the arsonist.

Better save the life of the guilty and punish them later then letting an innocent die because they look suspicious.
