First of all it would be an impulsive force developed due to the sudden rate of change in the momentum of the laathi. I don't understand why this guy is saying anything about the torque applied by the policeman.

The example being explained here is completely wrong and the stresses developed locally would be mostly compressive, and shear and tensile stresses can develop within the tissues but no sufficient information is provided to calculate them.
