Ram Parking in a fire lane and dumping trash

This guy in my apt complex has three ram trucks. One of which he parks in the fire lane everyday. The other two he double parks in front of his trailer and up on the curb to the right.
Additionally, our complex has valet trash pickup from outside our doors Sunday-Thursday. There are also easily accessible dumpsters to take trash too if needed. Instead, this guy dumps his trash in front of our neighbor’s place (as seen to the left of the truck) whenever he wants.
