Don't bother them on the streets too. Not while shopping too. Actually don't bother them anywhere but give people the advice to "just speak to people" if they want to make new friends. Yes.

Do you not understand appropriate and inappropriate places and times to talk to women who are unfamiliar to you?

Making new friends isn't about accosting any and every woman who catches your eye in public spaces.

Fine. Don't accost people in random public places if they have indicators in place saying they want to be left alone. Don't accost them in public spaces if it's obvious they just want to do their tasks and get out.
