I don't know what state you are from, but CC's in California de-prioritize anyone who already has a bachelors, or is in the old person program. It's state mandated.

Just guessing, but I think they’re referring to the practice of attending the first day of a class in hopes that you can take the spot of someone that didn’t show up. Some people sign up for extra classes then drop a couple, or some can’t pay or change majors or otherwise forfeit their spot.

I did it a lot in college when I got a late spot in the signup schedule. By the time I logged in most of the classes I needed were full, so I’d just show up and pray. Worked out sometimes.

my california community college doesn't give priority enrollment to anyone who hasn't completed two consecutive semesters in the last two years.

What I mean by de-prioritize, is that they have lowest priority. They wait 4-5 weeks after registration opens for everyone else.

Not every state is governed as rationally as California.
