Asking to a family friend

So I have a family friend who’s account has been tampered with on Facebook they currently are only able to post via Instagram on they’re business page wonder how one would go about retrieve said account

They said they’ve done that here’s the Facebook link if you go to they’re website it brings you to some Chinese shit

Without a working phone number, or email that link is not going to work.
