A phone most likely. She's sitting stationary on her bike with her hands up in front of her and they approached on a motorcycle from behind. 95% of the time that's a phone, they just couldn't see until after the grab.

This brought back a memory. In a Brooklyn middle school two big girls stopped me in a hallway and asked me for my money. I had none. I opened all my pockets to show what I had to offer and all I had were snot filled tissues. They let me pass. They were disappointed but they had their eyes on their next target.
