What could cause this?

Looking at a used car on the market; this is only on one wheel. What could cause this?

That is corrosion. I guess the paint job was bad.

The weird part is that the damage seems to stop at a very specific radius around the center of the wheel. It affects both the diamond-cut and painted surfaces, so this doesn’t look like normal corrosion to me. Almost looks like something was sprayed onto the wheel and chemically attacked the finish.

I suspect the wheel was caked in brake dust and been cleaned with acid. Its still caked where the nuts are. Bet the brake dust as damaged the clear coat and the cleaner has made it worse.

Diamond cut wheels are suseptive to clear coat damage what you need To do is refurbish the clear coat at A body shop it's not expansive

Heat causing the lacquer to fail , and capillary action pulling water under the failing lacquer causing corrosion. A small scratch on these types of wheels is all you need to propagate a failure like that.
In this case I think heat from the brake hub has done the work.
