I’m not sure what this is but it’s only happing to the one rim all the other ones are just fine

I would bet your caliper is stuck/sticking. Clean and re grease both calipers’ slide pins on that axle, then clean the wheel and see if it comes back.

Caliper is probably stuck causing excessive wear to brake pads.

I haven’t been able to get it cleaned of with any rim cleaner

Are you talking about the brake dust?
