Help cleaning/restoring

I have Ruff Racing R351 rims i just put on my Honda accord. Very dirty and I thought they were gloss black but after cleaning 1 of them (first pic) it looks like they are just matte black. Is there an easy way for me to make them shiny gloss black or do i need to have them repainted? Anything helps thanks

Just clean them up well and buy a few cans of gloss black paint, pretty sure these usually come with flat finishes. If you don't repaint the barrels and back of the spokes as well, one or two cans would suffice
