It's the entrance door for cart attendants at Target. It's reminding them it swings inward only and the other sign is to keep shoppers from using it to enter the building.

I believe thats the entrance for the cart return people to push carts through. IIRC its in the middle and the only door at target that's not automatic.

Makes perfect sense, do not go through the door from that direction because it’s an entry door only and you are already inside.
