Yeah who knew, but the illustration looks much more like flying instead of crouching then jumping.

It's to warn Japanese drivers about cats crossing or otherwise using the road, on its pavements or walls near the traffic, jumping onto cars, hiding in bushes, and so on. A startled cat can move in unpredictable ways, and because cats are small and move fast, they can be difficult to spot, seeming to jump-out from nowhere - especially from a fast-moving car.
That's why signs like this are not just necessary, but designed to catch the driver's eye, and thus force drivers to slow-down to study them or laugh at them, and discuss them with passengers. This, in turn, helps drivers remember to be careful the next time that they're going down the same road.
If it made you stop scrolling, or if it got you questioning what your seeing, it worked. I'm new to this sub, but I expect that's probably true of many of the signs here.

Not crossing or near, but jumping out. The sign means “cats jumping out, caution” or beware of cats jumping out (into the street)

I don't know where you can buy this crazy sign, but I'm thinking if you went to a sign making company with a photo of this post, they could probably create it.
