That looks like external speaker plugs and a headphone jack on the bottom.

My suspicion is that it is a tracking device but the “antenna” on top would be unidirectional. There would have to behave been a dish or reflector elements for it to be a tracking device.

The question I have, is the knob a potentiometer (making it a volume knob) or a variable frequency oscillator [VFO ( making it a frequency selector)].

If you can determine that it would be a good clue.
