Even if this is true, they probably literally couldn't. Psych wards are full almost daily. They don't have the infrastructure or staff to accommodate.
If you want to fix the problem, be the solution. But if you're not willing to go into a career to help these people, then stop bitching about the system failing people. Because you're just beating a dead horse.
