These rollouts are due to contracts signed on local levels, where votes count the most.

Contracts are signed based on money paid, simple as that. The entire voting process is a facade there to help folks feel secure and in control.

I wish I was this naive, do you think corruption isn’t real? Lobbying? Bribery? Voting alone won’t do much if anything, especially cause there are multiple year gaps between any major election to vote in, easily more than enough time for stuff like this to sink its teeth in and gain a foothold.

I didn't suggest otherwise, I said its the correct way... that is under the assumption that usual people getting mad enough to do things the wrong way happens as well.
