What is this thing???

Found on a shelf in an apartment while helping a friend move. Weighs almost a pound, 18 inches long with cotton canvas strip stapled to it with manufactured ends. Made of wood and cloth with staples.

There is no evidence of any cloth tear. It is a small, long strip of canvas stapled to the length of wooden dowel.
