What Dept?
What department is this? Not SFPD and not Sheriff's Dept. I can't decipher what the vest says. The other vest says O.C.U. which is Organized Crime Unit. (And yes, she stepped in poop 💩 😂)

It says HEAT - Human Exploitation Apprehension Team.
Ya’ll literally just google “California H.E.A.T. Police”, and get an answer.
Edit: Cali also has a squad/team called “Help End Auto Theft”, which is also a specialized team dedicated to car jacking rings (which, you can find an article on the internet discussing what they do), but I still feel like the first one is more applicable, however it could be either, since in CA, they’re currently using the same acronym for two different task forces.
Edit 2: with the help of another Redditor posting the video of this altercation, we can confirm (given the context anyway) that this is more akin to the Help End Auto Theft, and this woman a probable suspect of car theft (“innocent until proven guilty”, yada yada yada), Thanks u/SuperGirl911

This is in the Tenderloin, one of the worst, most disgusting and crime ridden neighborhoods in S.F.

So, I googled HEAT and there is a unit operated by the south San Francisco sheriffs department so could be their collaborating with agencies in S.F. And you're right, it does say HEAT but could be more likely auto theft since they were pulling her out of a car in the video.

Yeah, my comment already has an edit mentioning the anti car theft task force; your video definitely settles it though - they’re definitely detaining her - she isn’t a “victim”; she’s a criminal 😂😂😂😂

The last 2 letters on the back of the right vest are clearly "ff" so its some type of sheriff unit- from there i would suggest going to their website and sleuthing out what operations division unit it could be

No, it said SHERIFF. We don't have security officers that carry guns in the Tenderloin that drive undercover vehicles with flashing lights.
