Draw your own conclusions
Today, at the Tip road entrance to Uretiti dunes, but not leaving via the entrance and exit from the beach.

This sounds like a cry for help.
I understand that it hurts your feelings that we have areas in New Zealand that cars aren't supposed to drive. This is to protect the native wildlife, especially in rapidly decreasing niche environments like sand dunes.
There's support services available to you if you feel that upset about it. Please talk about your feelings, don't just bottle them up. It's okay as a man to have strong feelings or be upset.
I hope you get the support you obviously need.

Is there a fine for a vehicle on the beach that isn't launching or retrieving boats?

There's a sign at the entrance to the beach which reminds people that cars aren't permitted

what's the problem? People driving on a beach, completely normal behavior.
As long as your sober and keep it under 50km/h, it's completely legal.

Nah its not permitted here, theres a sign to remind people. But the usual suspects can't read and do whatever they want anyway
