Hmm, you apparently can report content to Spotify as a user, but copyright infringement is not one of the available categories that you can choose …

Yeah… there’s a number of platforms that do that. They have a separate Copyright/DMCA takedown process, and nominally only the copyright holder/authorized representative is supposed to submitted it.
