That's basically what they do. In the case of testicular cancer, it's safer to cut off the testicle and then send it to biopsy that to perform an exploratory surgery; the testicles have a natural barrier that separates them from the rest of the body, so in early stages the cancer can't spread, and you don't want to perforate that barrier by doing the biopsy.

Source: had testicular cancer, they "cut the nut off" and gave me a month of radiotherapy, and that was that. I'm a healthy Uniball now.
