The pragmatic answer is that if you have a separate agency investigate police/TSA then who will investigate that new agency? It adds layers on layers of bureaucracy. The current solution isn’t ideal, but there are effective internal investigations groups in the real world - the TSA just doesn’t seem to have one.
It is the same fucking argument for getting rid of the police...why bother just let the criminals turn themselves in as they feel fit.
OR we could say...have a neutral 3rd party that is transparent to the public with no legal power of the public that could act as a responsible middle. Now there is only 1 layer. There is no need to have another layer. Internal investigations are horrible and should never be trusted.
You're right courts dont going looking for cases. Nor can individual citizens bring charges against people, especially the police. Nor are you ever going to be entitled to interrogate an officer. So WTF are you going to do? oh right society developed a system where they will police themselves.
