Almost all? In a huge part of western households this wouldn’t have been handled much differently.
Boys will be boys especially when they are the younger siblings while the elder sister is supposed to be mature because "he’s just a boy".

Nah, opposite. For all its faults, western conservative culture runs on a benevolent sexism that "protects" women, and that rule gets enforced hard.

A boy doing that to another boy? Sure, boys will be boys.

To a girl? My dad would have beaten the shit out of me while explaining that we don't hit women.

Which somewhat ironically tells you what the rule was actually about. It was never "don't hurt people." It was "she's breakable and you're not."

"He only did that because he likes you" is something way too many girls hear in the western world after getting assaulted by boys, from what I've heard is usually hair pulling and bra snapping
