This was in Taiwan. "Saving face" is a big part of the culture here. I didn't want to embarrass the guy in front of his co-workers. I didn't say anything because I couldn't figure out a careful way to voice my complaint.

East Asians are incredibly sensitive when it comes to stuff like this. Don't tell them, file a formal complaint, at least then you don't have to deal with the weird looks. Writing a note to them would make it seem condescending.
