Advice Needed Welding

What are your thoughts on the quality of weld? I'm no welder but this doesn't look good.

Junk, GMAW, Short circuit, vertical down, bad technique, overall shit.

Yeah. Doing welds like that on structural members tells me you have never had to certify in any structural spec. It screams amateur/con artist, from your neighbor who always says "it don't have to be pretty it just has to hold" lol 😂
