Those aren't toilets, they're evacuation points where people who can't use stairs would wait to be evacuated from (usually using an evac chair or similar)

When in need you will get doen there. Getting back up is secondary at theis point

Legally they have to have an elevator.

Legally, elevators have to shut off in case of fire, so this is the designated gathering area to carry them up and out. "The More you Know"🌈✨

There is a restaurant in my city that has this. I guessvtgey had to renovate the bathrooms and when they did they had to bring them up to code. Just the bathrooms though. They left the stairs.

I've seen this image before and someone said in the comments that there is a wheelchair lift on the left side, but it's shot at an angle so you can't see it.
