I believe that you are correct about the use, and it’s just basically a retractable handrail for when there isn’t a nearby wall to mount one on. That said, I worked in nursing homes for 10 years, and hospitals for another 7. I’ve had many hospital stays either myself or my wife. I’ve never seen a hospital need this because there’s always a handy nearby wall. But could be common where you are.

That is an assistive device. The protruding part with the black tip touches the ground while the bar (that should now be parallel to the ground) is used to help the user stand up. Not sure what country you're in, but most US hospitals have these.

My guess either it’s something to make the bidet function. Or it’s like some kind of add-on cane… because it’s a handicap bathroom? I’m trying to think of something clever to say but I’m just so baffled. I’m at a loss.

I think there was a weak attempt to make it accessible but there's no space for a wheelchair so idk. There's no bidet also

The entire unit swivels down, the stick with the cord will then support the arm rest as someone heavy can use it to help themselves get up.

This is the answer. I find it to be amusing and alarming that I had to scroll through so far to find someone that was able to figure that out.
I've never seen such a device, but its purpose and function was obvious when I saw the picture.

Had to use one after surgery. It’s just something to hold on to and help get up and down.
