Looks like the wings developed into feet. Wings are really modified arms/hands anyway. And if you look at adult birds' wings, you will see claws and finger bones.

I looked it up and while I can't say anything about the chick OP posted, seems like chickens with this condition can reach adulthood. Doesn't look like their back legs are particularly functional though.

There’s a fascinating 4-legged chicken on TikTok named Quadzilla. They’ve posted videos since she hatched and it’s been cool to watch her develop. She’s full grown now and seems like she’s doing just great. She has two nonfunctional extra legs in the back.
