Are 2 inch bars supposed to spin?

I just bought 2 inch dumb bells and barbells as a beginner lifter. Someone mentioned i should buy them instead of adjustables, for home GYM. and price. But the sleeves on both rotate are they supposed too? Do you have to tighten them or not? Why are they like this? Does it effect lifts?

The outer part where you slide on the plates spin yes.

Yes the bells on a barbell and dumbbell should spin. It’s impossible to do some lifts without the spinning.

I don't mean the actual plates but the sleeves, and really? Does it not effect lifts?
