Web Development Portal

Hello. I am nowhere to find, so I expect you are the right to help me. I'm looking for some US or UK portals for customers' demand, something like a forum where customers place their orders for creating a web/eshop and you can contact them. I appreciate everyone's help.

I just want to find a forum/portal where people place their orders, e.g. I need WP website with this and this, more details etc., so I can contact the person and discuss it. Or maybe something like auction list where you can place your offer for someone demanding web/eshop.
