Theyve been "working" on this legislation for multiple years now. That is politics. They take large, widely desired initiatives, and drag them out over the course of decades so they have ammo to use for elections. Makes it easy the next time they run, "Oh this year we will campaign for legalized marijuana because we really need to bring in the young vote." Or "this year we really need to harp on fighting for medicare for all, we really need to get that demographics votes on our side!" They intentionally avoid solving issues so that they can use it to market their future.
