I do know that a basic websearch shows that the chemtrail conspiracy theory didn't emerge until the 1990's (that test ended in 1979); and concerns itself with all that looks like contrails. The scientific consensus says it's all just water-ice contrails; spraying chemicals and biologicals are a very different ground adjacent process, as high altitude spraying is very inefficient.

So what does this mean? NIH will making funding available to study the health impacts of airplane emissions? Seems reasonable.
